The challenge
Ghana's fiscal constraints meant energy subsidies had to be allocated across competing sources without a clear, defensible framework for the trade-offs involved.
The approach
Developed a linear programming framework to allocate subsidies across LPG, solar, and electricity, then ran sensitivity and scenario analyses in Python and R to assess cost-efficiency under varying market conditions.
The outcome
Model insights were presented to the Ghanaian Ministry of Finance for policy consideration.
